CAK aims to take part in the development of a framework to facilitate deployment of optic fibre infrastructure in Kenya. The CI attempts to address challenges such as a lack of national data on the condition of fibre optic installation in the country, a shortage of fibre optic deployment guidelines and standards, and inadequate data on fibre deployment expenses to influence initiatives. Through the Universal Service subsidise (USF), the Communications Authority of Kenya (CAK) will subsidise the installation of at least 2,500 kilometres of fibre to link untapped and neglected people.
